The Delhi Government has come up with a fresh proposal in which it plans to bar people from driving in Delhi if they have procured their driving licenses from other states. The move is aimed at curbing the violation of traffic rules, as the Delhi Police believes that licenses in other states are far easier to get than in Delhi. After the proposal gains approval, drivers from other states will require to undergo a fresh driving test and, if they clear the driving tests standards in Delhi, they can drive here with fresh licenses. The Delhi cabinet has not yet cleared the proposal and some sections of the cabinet are expected to oppose it. Other states are also expected to oppose the move, as the licenses valid all over India would not remain valid in Delhi any longer.
The proposal also states that drivers from nearby satellite townships would be issued special permits to drive to Delhi to meet their acquaintances or for work purposes. These permits would only require address verification and would be much easier to obtain than a regular driving license. Stats available with the Delhi Police suggest that there have been about six million traffic violations in the past three years and the authorities expect the numbers to come down once the new rules take effect.
Through this proposal, the authorities actually plan to encourage commuters to use buses and metro services to meet their temporary transport needs. They believe that those who are in Delhi for temporary reasons and do not wish to settle down here permanently would contribute to the popularity of the public transport services here.
