I may belong to a dwindling minority, but am of the view that cartoon characters should be cute to look at and not hideous, likeable and not revolting, suitable for children to watch and with simple watchable stories to tell, rather than themes of violence and vengence. Donald Duck is a crabby duck, the bane of whose life are a couple of chipmunks, Mickey Mouse is a cute mouse with a goofy friend, silly dog and demanding girlfriend, Tom chases a mouse called Jerry; and these are what I identify as cartoon characters. When I watch cartoons, I expect to laugh and smile.
